Boat Anchor

Is this sentence logical? How can the boat be “swung to her anchor” and “at rest” at the same time?
The NELLIE, a cruising yawl, swung to her anchor without a flutter of the sails, and was at rest.(Heart of Darkness by Josehph Conrad)
But the word “swung” does not mean dangling? or moving back and forth?
Yes..”swung to her anchor” means the anchor has been dropped by a chain, cable, or rope to the bottom of the water for preventing or restricting the motion of a boat…rendering the boat “at rest”
